GENERAL GUIDELINES

I. BACKGROUND


Tan Lian Lan Memorial Scholarship Fund (will be called TMSF afterward) is established by friends of Tan Lian Lan in memory of her life and dedication to Universitas Advent Indonesia (UNAI). She committed 43 years of her life, immediately following her graduation from UNAI until her death on June 21st 2002, to minister to others and uphold the mission of the Seventh-day Adventist Church. Her service includes being an elementary school teacher, girls' dormitory dean, clinic nurse, registrar and college professor. Many have been blessed through her dedicated ministry. TMSF will serve as an instrument to help worthy students who exhibit great potential in following the footsteps of Tan Lian Lan in serving the Lord. The fund will be managed by what so called the TMSF's Board, consisting of Tan Lian Lan's friends who will also be the founder of TMSF, and others who are interested in this fund. Anyone interested in this fund and approved by the existing board members will be appointed as honorary board member.


II. a) SHORT TERM GOAL OF TMSF

To give financial assistance to worthy students studying in UNAI

b) LONG TERM GOAL OF TMSF

To give financial assistance to student wishing to pursue higher education in preparing him/herself to serve the Lord in the area of Education.


III. TMSF's MISSION STATEMENT


"To help worthy students who exhibit great potential in following the footsteps of Miss Tan Lian Lan in serving the Lord "

Anyone who is interested in this fund can be appointed as Honorary Board member but not as a founder as long as it gets the approval from the existing Board Members. Board members in the future may consist of Founder and Honorary Board Members. Any vacancy in Chairman and/or Vice Chairman positions in the future will be filled by someone selected from the founder's list by Board Members.


V. TMSF's PARTNER


TMSF's Founder will consist of Miss Tan Lian Lan's friends who are mostly residing in the USA and therefore promoting this fund on a broader scale. The Board will work hand in hand with the following partners :

  • UNAI's Alumni Student Association
  • KADNET
  • Millis Alumni UNAI
  • SEIMAN
  • Other



VI. SOURCE OF FUND


Fund will be collected from friends, relatives, former students and others who are interested in supporting TMSF. Contributors from USA can channel its contribution through Loma Linda Indonesian SDA Church, C/O Daniel Injo, 23223 Twin Canyon Drive, Grand Terrace, CA 92313, USA, to obtain tax-deductible receipt.

The fund coming from both Indonesia and outside Indonesia shall be sent to a new bank account in UNAI opened for this purpose. The Board will then from time to time, authorize UNAI's President and Dean of Student Affairs to disburse the fund to the students who are eligible to receive the scholarship. Following is the bank account opened for this purpose:

Every Bank's cheque issued from TMSF's acount must be signed jointly by one from Group A and another one from Group B.

Fund to be received by TMSF from time to time will be deposited in the Bank or invested in a secure place when there is such opportunity and only the interest will be dispersed annually through UNAI Dean of Student Affair.


VII. ELIGIBILITY REQUIREMENTS FOR RECIPIENTS


All applicants can get an application form available in the Dean of Student Affairs in UNAI and send back the filled up form together with one page essay stating why she/he thinks is the person to receive the scholarship and what his/her goal is when done with the studies. What kind of service she/he would render to society/church after completing his/her studies. The filled up form to be sent to the following address :

Only applicant meeting the following criteria will be processed by the Board of TMSF :

a) Be a good standing member of the Seventh-day Adventist Church

b) Be enrolled in UNAI and have completed at least one year of study there

c) Be a working student during school days and summer

d) Maintain Cumulative GPA above 2.5

e) Exemplify leadership through religious / extracurricular activities (confirmed by recommendation prepared by Church Pastor)

f) Manifest a unique background and showing need of monetary assistance

g) Showing interest in serving/supporting the Seventh-Day Adventist

h) Be recommended by the UNAI's Dean of Student Affairs.


The scholarship for the eligible students will be disbursed by the Board in the beginning of new semester. All recipients will be re-evaluated on semester basis before eligible to receive scholarship for the following semester. The above criteria will be used to re-assess the recipient. The Board has full authority to decide the number of recipients and who will receive the scholarship on particular semester. Any decision made by the Board is final and the Board will not entertain questions related to that decision.


VIII. DISBURSEMENT METHOD


As most of the Board members are residing in the USA, therefore, the Board will authorize either UNAI's President, Academic Dean or Dean of Student Affairs together with one of Board members to jointly sign the cheque to disburse the fund to the eligible students in the beginning of the new semester (refer to Point VI). The amount disbursed should not exceed 50 % of the school expenses (tuition and dormitory). In a case where the recipient is a married student, she/he will receive the same amount as received by the non-married student.


IX. SOP ( STANDARD OPERATION PROCEDURE)


Separately the Board will prepare SOP for the following areas :

a) SOP for applicant selection and renewal

b) SOP for receiving the fund from contributors

c) SOP for disbursing the fund to the eligible students

d) SOP for releasing the news of TMSF's activity

e) Other SOP in the future when is felt necessary


X. ACTION PLAN


a) General Guidelines - By Founder before end of August 2002

b) Promoting fund raising - TMSF and its partners, starting in September 2002

c) Socializing TMSF to UNAI' staff and students, October 2002

d) Receiving applicants and selecting the fund recipient, starting from November 2002.

e) Announcing the scholarship recipients, April 2003.

I. PENDAHULUAN

Untuk mengenang jasa-jasa Miss Tan Lian Lan dan sekaligus untuk mendorong generasi muda untuk mencontoh jiwa pelayanan yang ditunjukkan Miss Tan selama 43 tahun dalam hidupnya, maka teman-teman dekat Miss Tan Lian Lan tergerak hatinya untuk mendirikan apa yang disebut TMSF (Tan Lian Lan Memorial Scholarship Fund). TMSF akan menjadi tempat dimana para keluarga, teman, simpatisan dan lain-lain akan mengumpulkan dana yang akan digunakan untuk meneruskan cita-cita Miss Tan Lian Lan selama hidupnya yaitu membantu orang-orang yang membutuhkan bantuan keuangan didalam menyelesaikan pendidikannya di UNAI dalam mempersiapkan diri untuk menjadi pelayan-pelayan Kristus dikemudian hari. Bagi teman-teman yang berada di Amerika, bantuan bisa disalurkan lewat Loma Linda Indonesian SDA Church, C/O Dr Daniel Injo, 23223 Twin Canyon Drive, Grand Terrace, CA 92313, USA. Sedangkan untuk teman-teman yang diluar Amerika bisa mengirim langsung ke UNAI dengan nomor account sebagai berikut :

II. MISI TMSF

Untuk membantu mahasiswa/i di UNAI yang mempunyai kemampuan dan kemauan untuk melayani Kristus setelah menyelesaikan pendidikannya sebagaimana yang dilakukan oleh Miss Tan Lian Lan dalam hidupnya.


III. ANGGOTA BOARD TMSF

TMSF akan dikelolah oleh sekelompok teman-teman Miss Tan Lian Lan yang disebut TMSF's Board yang sekaligus menjadi founder dari TMSF, adapun nama-nama mereka adalah sebagai berikut :

Bila dikemudian hari ada nama-nama lain yang ingin terlibat secara aktif dalam program ini dan mendapat persetujuan dari TMSF's Board, maka akan dimasukkan sebagai "HONORARY BOARD MEMBER".


IV. REKAN KERJA TMSF

Dalam menjalankan misinya TMSF akan bekerja sama dengan

V. PENGGUNAAN KEUANGAN YANG TERKUMPUL

Diharapkan uang yang terkumpul bisa dideposito/diinvestasi ditempat yang aman sehingga bunganya yang akan digunakan untuk memberikan scholarship sedangkan induknya tetap akan tersimpan, hal ini dimaksudkan untuk menjaga kesinambungan dari TMSF. Setiap semester mahasiswa/i yang memenuhi persyaratan yang telah ditetapkan oleh TMSF Board akan menerima scholarship dari Dean of Student Affairs di UNAI. Bila dana yang terkumpul telah memadai maka TMSF akan mulai berfungsi mulai tahun 2003.
